The Palestinian Arab local authorities in Israel form the official face of the Israeli administration of the Palestinian Arab territories, the identification of its reality, by tracking its development, the basis of its composition, its legal frameworks, the mechanisms of its work and its powers, the budgets directed to it to analyze the real aspects of the content of the administration of Israel to these areas on the one hand, In order to be able in the other side to develop a strategy to activate these bodies in order to improve the level of management in these areas, this study focuses on the central forms of how effective these bodies are, through which Israel manages the Arab-Palestinian areas? The study begins with a historical profile of the local authorities within Israel, and then analyzes the mechanisms of its functioning, extending its reality (the policies directed towards it - the culture of the local society - structural conditions) and then defining the mechanisms of its activation (financial-administrative) The study indicates that the local Arab authorities within Israel are a centralized central administration that does not suit the nature of the Arab society at home, but based on what the Israeli administration has set, it can develop itself and improve.
