Over time, migration has taken many forms for different reasons and causes, With this development, migration has imposed many challenges and repercussions affecting various fields, including security and economic in particular.

This paper is designed to address the problem of whether the phenomenon of migration is a threat to security in all its forms or that this phenomenon can be considered as a factor of development at the level of countries exporting and receiving migrants.

Finally, the study concluded that the phenomenon of migration, like many social phenomena, is linked to the perceptions of societies for themselves and migrants, as well as the extent to which societies and political systems accept this multiculturalism, on the one hand, and the ability of politicians to exploit and employ the capacities of immigrants, For the development of receiving countries prior to exporting, by drawing up participatory policies among all countries concerned with this phenomenon.
