This research deals with the scientific foundations of library networks and information facilities and what they require to create from the physical components which are the devices usedا the means of communicationا as well as the technical aspects of network operating systemsا communication protocols and network management systems.

The study also referred to the storage and archiving requirements related to the protection and preservation of digital information resources by appropriate meansا by preserving their digital contentاas well as protecting the media.

The research dealt with the technical aspects of the implementation of library networks and information facilities.

They relate to the intellectual organization of the sources of digital informationاthe classification and the objective browsingا the possibilities of research and retrievalا and the availability of sources of digital information Finallyاthe study showed the importance of human requirements to implement the tasks and operational plans to achieve the objectives of the networks of libraries and information facilitiesا as a link between them and beneficiaries of its services and thermometer efficiency.

The most important results of this studyا the need to implement the protocol IPV6ا which features many features of the IP protocolا which is more flexibleا and provides better protection of information.

In addition to the need to pay attention to intellectual organization to describe the sources of digital information through the process of bibliographic control using the standards of metadataا as well as the classification and objective browsing for the implementation of library networks and information facilities.

The XML coding language should be applied to the creation of metadata fields related to digital information sources of various types.
