الملخص العربي

هدفت الدراسة الوقوف على طبيعة الفكر السياسي الإيراني، و بيان تأثير هذا الفكر على السلوك السياسي الخارجي لإيران في التعامل مع دول الخليج العربي، و خصوصا البحرين، و بيان المحددات الداخلية و الخارجية المؤثرة على السياسة الخارجية الإيرانية تجاه دول الخليج العربي و أدواتها و تداعياتها، و تعرف واقع الإسقاطات السياسية الإيرانية على مملكة البحرين خلال الفترة 2011-2016، و تداعيات ذلك على الاستقرار السياسي في المملكة.

و استندت الدراسة إلى فرضية رئيسة مفادها: "تلعب الدول أدوارا سياسية و فكرية و اقتصادية و عسكرية و أمنية خارج حدودها، تسعى من ورائها تحقيق أهدافها و مصالحها، و إن تناقضت مع أهداف الآخرين و مصالحهم".

تناولت الدراسة جذور الفكر السياسي الإيراني و طبيعته، و قدمت ذلك في إطار العلاقة بين إيران و دول الخليج العربي، مبينة المتغيرات المعاصرة، و جذور الفكر السياسي الإيراني و محركاته في الخليج العربي، و الإطار التاريخي للسياسة الإيرانية تجاه دوله، موضحة ما أمكن، البعد الطائفي الهوية الإيرانية.

و تناولت الدراسة أيضا محددات السياسة الخارجية الإيرانية تجاه دول والقومي في الخليج العربي وأدوات تلك السياسة، في سياق عملية صناعة السياسة الخارجية الإيرانية و الأطراف الفاعلة فيه، و محددات سياسة إيران تجاه دول الخليج العربي و أدواتها، سواء منها المحدّدات العامة كالمحدّد الفلسفي و العقائدي، والمحدد الجيو-ستراتيجي، وغيرهما.

و في نتائجها، أقرت الدراسة صحة فرضيتها الرئيسة، و كان الأنموذج الإيراني شاهدا على ذلك، بالوقائع و التحليل.

و قدمت الدراسة إجابات عن أسئلتها، فبيّنت ما طبيعة الفكر السياسي الإيراني، بكونه فكرا ذا جذور قومية ودينية خاصة (فارسية و شيعية).

و عينت الدراسة أهم المحددات الداخلية و الخارجية المؤثرة على السياسة الخارجية الإيرانية تجاه دول الخليج العربي و أدواتها و تداعياتها على الاستقرار السياسي في البحرين خلال الفترة 2011-2016، حيث كان التدخل بأشكال مختلفة سمة بارزة، في إطار السعي للقيادة الإقليمية، و المزاعم بأن البحرين جزء من الأرض الإيرانية.

ثم تقدمت الدراسة بعدد من التوصيات، أهمها التعامل الحذر مع السياسات الخارجية الإيرانية في منطقة الخليج، خاصة أمام الوضع الراهن الذي يمكن أن يحمل حالة من النزاع في المنطقة، و العمل على توحيد جهود دول الخليج العربي، و ضرورة تفعيل عمل الأطر العربية والإسلامية و الدولية المتاحة باتجاه العمل على حماية أمن منطقة الخليج العربي و دوله، بالإضافة إلى إيلاء مملكة البحرين عناية خاصة أمام مزاعم إيرانية تمس استقلالها و سيادتها على أرضها و أمنها الوطني و أمن شعبها.

الملخص الإنجليزي

The study aimed at identifying the nature of Iranian political thought and clarifying the effect of this thought on the political behavior of Iran in dealing with the Arab Gulf states, particularly Bahrain, as well as identifying the internal and external determinants affecting Iran's foreign policy towards the Arab Gulf states and its tools and implications.

It also defines the reality of the Iranian political projections on the Kingdom of Bahrain during the period 2011-2016.

The study was based on a basic hypothesis: "States play political, intellectual, economic, military and security roles outside their borders, seeking to achieve their goals and interests, even if these are contrary to the objectives and interests of others." The study examined the roots and nature of Iranian political thought and presented it in the framework of the relationship between Iran and the Arab Gulf states, indicating the contemporary variables, the roots of Iranian political thought and its engines in the Arabian Gulf, and the historical framework of Iranian policy towards the Arab Gulf countries, explaining as far as possible the sectarian and national dimension in Iranian identity.

The study also dealt with the determinants of Iran's foreign policy toward the Gulf states and the tools of such policy in the context of the decision-making process in making Iranian foreign policy and its actors, and the determinants of Iran's policy towards the Arab Gulf countries and its tools, both general and philosophical, as well as the geo-strategic and other determinants.

In its findings, the study confirmed the validity of its main hypothesis, and the Iranian model was witness to this, with facts and analysis.

The study presented answers to its questions.

It showed the nature of Iranian political thought, as it was a thought of national and religious roots (Persian and Shi'a).

The study identified the main internal and external determinants affecting Iran's foreign policy towards the Arab Gulf states and its tools and implications for the political stability in Bahrain during the period 2011-2016, where intervention in various forms was a prominent feature in the pursuit of regional leadership and claims that Bahrain is part of Iranian territory.

The study presented a number of recommendations, the most important of which is the need for careful handling of Iran's foreign policies in the Arab Gulf region, especially in light of the current situation which could lead to a situation of conflict in the region and recommended working on uniting the efforts of the Arab Gulf Cooperation Council (GCC) countries.

The study urged to protect the security of the Gulf region and its countries, as well as to give the Kingdom of Bahrain special attention under the Iranian claims that affect Bahrain's independence and sovereignty on its territory and its national security and the security of its people.
