The Algeria, like other countries that have experienced economic communism, could not escape the great bend of a planned and highly centralized economy to one based on the principles of the market.
The major manifestations of this change seem to be the mutations identified in budget choices in the country.
These mutations are divided into three (economic) history phases.
The first of these phases is obviously the period of dirigisme mainly fed by ideological foundations.
The second embodies the political consciousness of the failure of an economy dominated by an excessive weight of the state and which gave rise to a series of economic reforms.
The third seems to be characterized by a (fatal!) strength return of the State in the economic sphere, despite attempts, already in existence, to further liberalization.
The present paper tries to chain these three phases, with a focus on the main features and characteristics of each one, with highlighting the transitional gateways from each phase to the next.
الملخص FRE
L’Algérie, comme tout autre pays ayant connu le communisme économique, n’a pas pu s’échapper au grand détour d’une économie planifiée et fortement centralisée à une économie basée sur les principes du marché.
Les majeures manifestations de ce changement semblent être les mutations constatées au niveau des choix budgétaires du pays.
Ces mutations sont réparties selon trois phases (économiquement) historiques.
La premières de ces phases est bien évidemment la période du dirigisme essentiellement nourri par des fondements idéologiques.
La deuxième concrétise la conscience politique de l’échec d’une économie dominée par un poids excessif de l’Etat et qui a donné naissance à une série de réformes.
La troisième se voit caractérisée par un retour (fatal !) en force de l’Etat sur la scène économique, malgré les tentatives de libéralisation encore en place.
Le présent papier essaye de d’enchainer ces trois phases, avec un accent mis sur les traits et caractéristiques principaux de chacune, toute en mettant en exergue les passerelles transitoires entre elles.
