Obviously, many Muslim countries strive earnestly to develop educa¬tion and make it as the backbone of sustainable development.

The latter, is built upon scientific strategic planning and comprehensive quality systems leading to good management and continuous improvement of performance in academic and scientific activities.

It has been proven by several successful higher education systems that considering factors such as, strategic planning, quality, human capital development, technology capital, knowledge capital, efficient governance, dynamic autonomy and values, makes a difference in enhancing education for sustainable development of society and State.

Given the importance of planning, performance management and mea-surement, quality, good governance and self-learning organization concept it is crucial in the Arab and Islamic world to enhance culture of measuring performance and practicing comprehensive quality.

In this context, it is worth mentioning the very many efforts undertaken by the ISESCO and FUIW to enhance the quality of higher education in the Islamic world.

Their efforts resulted in creating a culture and awareness in many universities, especially, in enhancing management, leadership, governance, planning, performance measurement and management of quality, relation between Academia and industry and satisfying the stakeholders.

This academic paper entitled: “An Integrated Model of Measuring the Performance of Universities in the Islamic World” presents an example of implementation of modern tools of higher education in order to improve the quality of universities in the Islamic world.

The paper stresses the need for in-tegrated vision and model of performance of universities.

The aim of this pa-per is to show the importance of developing an Islamic model of management of universities based on clear measures and key performance indicators.

The paper follows library research and textual analysis to show to what extent is performance measurement important to the development of universities in the Islamic world.

It also addresses the following points: 1) General framework of the integrated model of performance measurement in higher education institutions, 2) exposition on comprehensive quality system in universities and urgency of key performance indicators, 3) exposition on the concept of learning organization and importance of measurement, 4) presentation of the Balance scorecard as a tool of performance measurement, and 6) recommen-dations on enhancing comprehensive quality and performance measurement in the universities of the Islamic world.

The paper concludes that any integrated model of performance mea¬surement must be based on a comprehensive integrated approach so that it becomes a culture in academic and administrative management of universi¬ties.

The approach to measurement of university performance should com¬bine both the tangible and intangible indicators as they are both important.

Hence, the proposed integrated model of university performance measure¬ment should consider factors such as: strategic planning, comprehensive qua¬lity, self-directed learning organization concept, performance management, comprehensive key performance indicators, governance and other related as¬pects.

The paper suggests that 1) collaboration be intensified among member universities, especially on the implementation of key performance indicators, developing an integrated model of performance management and measure¬ment, enhancing human capital development and developing mechanisms of sharing expertise and skills in these important areas.

2) Promote those univer¬sities in the Arabic and Islamic world that succeeded in developing and im-plementing integrated models of performance measurement and management so as to provide real success stories to others for the purpose of exchange of expertise and best practices among member universities.
