problematic of sustainability of community be in the most priorities of public authorities in Algeria, after the growing phenomenon of urbanization in metropolitan area of Algiers, and the emergence of the major milestones of the phenomenon of metropolitan, at the same time increased demand for resources, equipment, and facilities, as well as jobs, bringing the Urban area faces Three challenges of sustainable development, the protection of the urban environment and its resources, improve the framework for public life, and stimulate economic activity, the latter known as a quantum leap in the nature of investment due to the adoption of the state of the open economy, tirelessly emergence trader economist in the guise of small and medium enterprises, integrated into the community of urban easily due to their size and the laws march them, became one of the key actors in the process of urban development.

This paper aims to clarify importance and position of small and medium enterprises in a sustainable urban development as a model for economic actors in the wilaya of Boumerdes, and difine what are the ways to strengthen or assess the role played in both local and regional levels.
