This research deals with the modern concept of Responsibility to Protect resulting from the current developments in the field of legal principles on which contemporary international law is based, specifically those concepts that relating to the issues of ensuring the humanitarian protection of civilian victims during armed conflicts, particularly internal conflicts in the light of the increasing humanitarian tragedies at present that caused by serious and massive violations by the Governments of States of the widest extent against the fundamental rights of their citizens.

Hence the concept of Responsibility to protect has been developed and adopted by the majority of the international community as the modern concept and the evolving version of the model of international humanitarian intervention.

International attention has come within the framework of the United Nations to protect this concept as an attempt to address humanitarian crises and as an effective factor in responding to serious violations of human rights.

One of the fundamental problems that emerged as a result of the creation of this new principle is its instability, as its steadfastness and its relevance to practical practice in absolute and final terms in contemporary international law, where it has not been accepted by members of the international community.

Thus, the main objective of this study is to determine the extent to which the United Nations is concerned in adopting and enshrining the principle of Responsibility to Protect as a new mechanism for the protection of human rights against obvious violations by States against their civilian populations during internal armed conflicts.
