الملخص EN

The environment which is a social and cultural system face many difficulties in the management of human resources resulting from the absence of industrial cultural values in line with the requirements of the modern institution.

It seeks to seeks to adapt to the various conditions in order to achieve progress and continuity.

From this it appears the importance to the institution and its great impact on the success of human resources ; as it helps to understand and predict their behavior in order to better deal with the different attitudes that are issued from human resources to different methods of management and organizational processes As required by the mentality of the Algerian actor and march.

We note that the urgent need to identify the cultural and social characteristics of the human resource and study it in its social environment in order to understand, improve and facilitate it on the one hand, and to avoid and eliminate all organizational problems that would impede the development and stability of the human and institutional resource alike can not be overlooked.

It is therefore necessary to highlight the impact of cultural values on the institution through research and forums in order to draw the attention of officials to the need to take culture into account in the management and adaptation of work methods in line with the reality of the cultural value of the Algerian human resource.

This article is also in the field of environmental studies, which has received wide interest, especially in the sixties to this day through the efforts of Frederick Rex and others who tried to connect between man and his environment, by addressing environmental studies, especially related to the political, social and cultural systems and their implications On the behavior of human resources and hence on administrative systems.

This has led us to attempt to analyze the repercussions of the sociocultural background on the behavior of the human resource in Algeria, considering that Algeria is a country that is culturally, socially and culturally diverse and contains a diverse elite, including the Arab school and the Western school.

This diversity is reflected in the Algerian administrative system, which takes both the French system and the Anglo-Saxon system to combine these two systems with the culture and background of the Algerian human resource acquired by the social system and custom, as well as the teachings of the Islamic religion, Cooperation and solidarity for the common good, while providing the latter with a special interest.

The diversity of cultural and social values that have clearly affected the behavior of the human resource has increased the phenomenon of globalization and its technological revolution, especially with regard to the media and communication and the transfer of universal values such as freedom, labor rights, issues of equality between men and women at work, Express this great influence.

All this has affected the construction and performance of the various organizations, whether they are administrative, economic or private

L'environnement qui est un système social et culturel rencontre de nombreuses difficultés dans la gestion des ressources humaines résultant de l'absence de valeurs culturelles industrielles conformes aux exigences de l'institution moderne.

Il cherche à chercher à s'adapter aux différentes conditions afin de réaliser le progrès et la continuité.

De là, il apparaît l'importance pour l'institution et son grand impact sur le succès des ressources humaines; car cela permet de comprendre et de prédire leur comportement afin de mieux faire face aux différentes attitudes qui sont données par les ressources humaines aux différentes méthodes de gestion et aux processus organisationnels.

Comme le requiert la mentalité de l'acteur et de la marche algériens.
