Planning at the regional level is considered one of the most important tools used to balance the requirements of increasing urban development on the one hand and the preservation of natural resources and valuable areas on the other.

In Palestine, there were no regional plans, especially in light of the Israeli occupation and the geographical separation between the parts of the country.

The regional plan for the governorates of the Gaza Strip was prepared in 2008 and was approved in 2018.

A general framework for land use in the Gaza Strip was put to govern the development process, especially urban ones, and to guide it in a framework that achieves the development requirements and preserves natural resources, including valuable land.

One of the areas dealt with by the plan is the regional areas, which are not affiliated to any local "municipal" where the task of planning, organizing and managing is the responsibility of the government.

This study aims at identifying the reality of planning of the regional areas after issuing a decision to distribute these areas to the neighboring local authorities to become organized areas belonging to the management and planning of local authorities.

The researcher used the descriptive analytical approach, where the study examined Gaza regional Gaza as a case study after the decision of being officially annexed to Gaza Municipality in 2009.

The researcher focused on the planning and organizational reality and the reality of services, facilities and networks of the streets of the pre-expansion and post-expansion using the comparison between the two cases maps and plans that show differences before and after the expansion and personal interviews with specialists from governmental bodies and local authorities concerned to get views on the subject of regional distribution.

The study concluded that the regional areas are highly sensitive at the regional and developmental level.

An independent governmental body should be formed to study the reality and importance of each region separately before issuing any decision to annex them to the local bodies.

The task of the governmental body is to manage the regional areas and prepare plans and programs for their development.

It is also necessary to enact a law to regulate the work between this governmental body with the relevant local bodies.
