Modern technologies has an importance at the modern time, due to its expand of uses in the various fields social, scientific, cultural and educational one, which serve different researchers whether they are students or professors in the educational field which have been affected by these developments in many aspects of the various academic institutions, especially university libraries.

Blinds researchers is one of the most important groups benefiting from modern technologies, they have the ability to learn through educational programs , especially speaking ones , which depend on the senses of hearing and touching, in different ways of use, types, languages and The benefits of these talking programs, which aims to facilitate the educational process for the category of teachers on the one hand, and facilitate learning for the class of students on the other hand, due to these programs which gives technical solutions that contribute to the acquisition of knowledge and scientific information and understandingthem , remembering, and retrieving, in addition to developing the positive readiness of students by the best ways and in the least time and effort possible.

Therefore, this study aims to identifying the role of modern technologies in supporting educational programs, especially those used by the blind students, through the use of descriptive approach applied in the theoretical side of the study, in addition to the analysis that contributed to forme the results of the interview, In the department of the blind at the Central Library of the University ofBatna 01, which contributed to answer the problem of study : What do modern technologies offer to support educational programs for the blind ? How so? How is speaking software used as a model as a modern technology ? What are the most important horizons and challenges of modern technologies for these programs in the service of the blind ?
