This study aims to clarify the respective roles of leadership and management control in improving the performance of employees, relying on a series of studies, out of view and analyze the results of the field study, we have found that the degree of interest and awareness of the employees of the institution is the necessity and the inevitability of change in order to progress as a result of the nature of the rapid change occurring in the external environment show through enterprise attention several key themes affect process of empowerment that is difficult to apply, although most of the presidents have great faith in their boss for the degree of performance of the tasks and duties entrusted to them even during their absence, this leads to activation of individual performance and increase this loyalty to the institution, and pushes them to give more than is expected of them.
