The budget deficit is a problem facing most countries, especially with the expansion of public needs and the lack of state resources.

The deficit is expressed the situation in which the expenses of countries exceed their revenues.

This deficit may be planned with the aim of treating a specific economic situation according to a deliberate plan or an unintended deficit resulting from a lack of public revenues.

There are many traditional ways in which the state can finance this deficit, but it has disadvantages and negative effects that could harm the economy in the long term.

Accordingly, it has drawn attention to new methods and methods derived from the Islamic financing formulas based on the principle of participation in profits and losses through the development of a range of financial instruments represented by Islamic instruments as one of the most prominent products of financial engineering, which was widely spread as it was structured as additional financial means To manage the liquidity of Islamic banks, as well as their contribution to the financing of the state budget.

This research sheds light on the reality of the sukuk industry globally and assesses its role in financing the state budget deficit by assessing Sudan's experience in using Islamic instruments to finance the budget deficit.
