The objective of the research is to measure the reality of the institutional performance in the presidency of the university of Diyala, and improve the performance of institutions using Pareto technology, the study found that there is a weakness in the performance of the institutions by 23% compared to 77%.

the research also showed that according to Pareto's technique of improvement, 20% of the results of the research causes and constraints the institutional performance that represents the region (a + b) (the procedures used in the work long and complex, the planning of the use and employment of information technology is unclear, the lack of material and moral incentives, the absence of team spirit to accomplish tasks and business, lack of clarity of information services) the institution of 80% in the presidency of the university of Diyala, moreover, one of the main reasons for weak institutional performance technical reasons associated with information services.
