The freedom of local authorities management requires that the latter have effective competences that they can exercise with sufficient means.

These means are legal, human and financial ones.

Legal means allow attributing freedom of contract to local authorities as public legal entities, either at the local or the foreign level.

Moreover, they should have local regulatory authority to manage and regulate their own local affairs without any central intervention.

The Algerian local authorities are suffering from absolute subordination to the central authorities within the exercise of their competences, and that is due to the constitutional disregard of their freedom of management, in addition to the legislative restriction that limit that freedom, and all of which has remarkably affected the effectiveness of their legal means within the exercise of their powers.
