This research paper includes a reading of the impact of language concept extensions on the efforts to protect and promote it.

Considering the language a communication means and an external appearance of culture makes it important in the debates on identity and citizenship based on the idea of “equality” in the exercise of cultural rights.

Despite the different status of “language” in rights efforts (between language conventions and general conventions related to culture), the increasing pace of minority languages extinction has clearly influenced the increasing pace of academic and rights debates beginning in the 1990s (20th century).

All this has been embodied in the introduction of clear ideas on language protection mechanisms in the private space as well as its promotion in the public space institutions.
