With the spread of the democratic transition waves, under what is called by Samuel Huntington “third wave”, the third world countries have seen many political experiments that aimed to the transition to the democracy and the elimination of all forms of totalitarian regimes.

Therefore, they focused on the construction of effective and stable political institutions, such as parliament and political parties.

This is because, democratic transformation must be embodied in an institutional framework that can ensure democracy and it continuity.

However, the construction of these western imported models of democracy was matched by the existence of other institutions that are very important in the political process as a bureaucracy, whether military or civil, which are the results of colonialism, who played an important role in its formation, in addition to the economic, social and cultural factors characterize these states, and that have created an effective administrative and military institution in the political process, as they constitute the stronger institutions, both in terms of organization, experience and ability to manage the affairs of society.

Therefore, the role of these institutions in the political systems of the third world countries is one of the most important approaches that can help us to understand the phenomena of democratic transformation, in terms of revealing their orientation towards this transformation and the extent of their contribution or hindrance .
