Therefore, the health system differs from one country to another depending on these factors, and the imbalance in one of them affects other health organizations.

The ethical factor is one of the most important factors affecting the quality of health services.

The aim of this study is to present the TQM strategy as one of the most applied strategies in the world, which deals with the various dimensions of the internal and external organization.

It includes several methods that can help Algerian health organizations achieve various goals, improve the quality of health services, Consolidation of the cultural factor and promote adherence to medical ethics
