الملخص EN

New public management (NPM) is a developmental model for public administration that has emerged to address some of the underlying problems of traditional public administration and seeks to raise the efficiency and effectiveness of the public sector with good private sector practices.

it is also a key approach to many government reform experiences with varying success rates in applying this model.

this study aims to identify the factors that help in implementing NPM model successfully by reviewing the literature that dealt with the implementation of this model.

the study seeks to provide a knowledge component that may contribute to enriching the Arab library with the new executive management issue and its effective implementation in light of the orientation of a number of Arab and developing countries to meet some of the challenges they face and achieve more efficiency and effectiveness of the public sector including Saudi Arabia.

in addition to contribute to the quality of public service towards privatization and partnership with the private sector and the application of distinctive standards of performance and accountability.

the problem of the study is to identify the most important factors that may contribute to the implementation of NPM model effectively in the countries that aspire to apply the model, including Saudi Arabia, which converged the current administrative reform approaches represented in its vision 2030 and its operational programs with the philosophy and principles of the new executive management.

the study concluded with a number of factors of implementing NPM model, such as the appropriate administrative leadership for implementation of this model, in addition to the political and governmental stability.

a conceptual framework was also presented for the implementation of NPM model, which was presented through two main components context and administrative capacity.

the study recommended reviewing the factors before implementing NPM model, including the conclusions of this study or more factors according to other literary reviews.

the study also recommends benefiting from the proposed framework.

starting with context, in accordance with the context and circumstances of each country, looking forward to implementing the new executive general management model, and reviewing the availability of administrative capacity components, which included key elements of this study, including management, organization, leadership and human resources, and state conditions or components provided through other studies.
