The issue of human rights has become the focus of attention of the international community in particular as regards protecting civilians who are exposed to represssion from their government for claiming some of their social, politcal and educational rights which obliged the international community to interfere and protect them, by applying the principle of the responsibility to protecting.

This principle was used for the first time in Libya, according to the terms of how the security council explained the situation in Libya as a threat to the international peace and security It therefore issued the first decision N°1970 on the February 26th, 2001, as a result to the non-compliance of Libya with the decision that has been mentioned before.

Because of this, a second decision has been issued under the N°1973 on the 17th of march 2011,where he authorised throuth the NATO to intervene and execute the decision using force , this article refers to the responsability of protecting that replaced human interference, and the practice of security council the responsability of protecting in Libya.
