The world is witnessing a technological revolution in all fields, to the extent that this age is called "the age of modern communication technology", which has become a necessity in various state service institutions, including the higher education sector, which has always attracted great attention in most countries of the world that are Aware of the importance of using telecommunications to serve this sector through the adoption of advanced reforms that integrate the use of modern communication technologies and the application of the Total Quality System in view of its role in the development of communities and developmentrealization , the total quality system in the higher education institutions is one of the best management concepts prevailing in the current period, especially in light of the development of communication and information technology, where it is necessary to rely on communication as a mechanism to achieve quality and rationalize higher education to achieve effective management of its institutions.

As the institutions of higher education are the main sources of human resources and efficient staff that provide the labor market requirements for all public and private institutions of the state, the transition to digital economy based on communication service for the total quality system has become one of the most important international strategies in these institutions to achieve its objectives Activities, work and outputs.

Algeria is one of the countries that realized the importance of changing its strategy in institutions of higher education.

It wanted to improve the sector and make the necessary changes to improve its efficiency by using modern communication technology as an entry point to implement Total Quality Management system in higher education to improve its outputs and enhance its competitiveness and excellence.

Communication is one of the most important means of transferring, storing and retrieving information when needed.

It also improves the management of human resources, raises the quality of services, improves the quality of scientific research,and moves towards electronic management and distance education , the aim of this research is to identify the reality of the use of communication technology to ensure the total quality of Algerian higher education institutions, and the obstacles that impede the implementation of this project, and to propose ways to increase the effectiveness of the use of communication technology to serve the higher education quality system in Algeria.
