Tourism is one of the areas that recently experienced a growing interest.

As it has become the one of the resources for the overall development and relying on them to contribute to the lifting of the economic growth, so we will try through this article for tourism addressed as a resource substitute for oil exports, which should take Algeria as a key factor in order to achieve general and local national development especially, and the high plateaus of the most important areas that abound in many of the tourism potential, which can contribute to local development.

So I will try through this paper to answer the following questions: - What tourism? And what are the elements of tourism in the Hauts Plateau area ? - And what is the role of tourism in local development ?
