This study deals with the burden of proving administrative proceedings in Saudi law by clarifying the meaning of administrative proof through the definition of its concept and the explanation of its importance, difficulty and means.

It also states the factors that affect administrative proof and make administration the strongest party in administrative proceedings, including the privileges it enjoys and the impact of these privileges on the burden of administrative proof.

Finally, the study sheds light on the positive role of the administrative judge in administrative proceedings, by examining the general rule in the burden of proof and its suitability for the administrative case, in addition to underlining his procedural and substantive role in evidence and case management.
