The presuppositions guiding most Lebanese reform projects locate solutions to democratic crises from within the existing electoral laws through procedural adjustments.

This paper proposes broader answers to current political dilemmas by validating the constitutional reforms of the Taif Agreement (1989) that were never fully implemented.

The establishment of a Senate, for instance, which has yet to be created, is mandatory under the current Constitution.

We argue in this paper that the proposed transition from unicameralism to bicameralism is coherent with the spirit of the current Lebanese constitution: while the Chamber of Deputies represents the people and its will through political parties, the Senate would represent the totality of the Lebanese society in all its confessional diversity.

We suggest that the future senators should be sorted randomly among the entire population of the country with political rights, through a designation process known as random selection (or drawing lots).
