Drug crimes are criminal activities at the national and international levels, Which the legislator gave great importance because they have serious negative effects on society.

As their impact does not depend on social, psychological or social breakdowns, but rather on the fact that their proceeds are often used to finance other criminal activities such as terrorist crimes and money laundering.

This is a manifestation of serious aggression on the pillars and fundamental interests and the foundations of the life of society.

The crime of possessing or obtaining narcotic drugs and psychotropic substances is only one of these interrelated crimes, such as drug trafficking, abuse and personal use.

In this paper, we shall briefly discuss the crimes of possession or acquisition of narcotic drugs and psychotropic substances, from the legislative, judicial and jurisprudential aspects.

In this study, we found that drug laws and international conventions did not agree on a unified definition of narcotic drugs and psychotropic substances.

It was only the system of tables attached to the narcotics laws.

It also shows that there is no effect on the amount of narcotic or psychotropic substances, as an element in the crime and that the law is punished for the acquisition of narcotic drugs and psychotropic substances knowing that it is so, whatever the motive for this achievement.
