Putting an end to rural exodus, and stabilizing the population are two major concerns of the government, which have always been the desired goal of all the conditioning and development operations on the rural areas in Algeria.

The original source of rural exodus is the mountain, along with other fields and areas, for its harsh conditions that are numerous on different levels, mainly the physical or natural factors.

The lack of a private policy concerning the development of the mountainous regions has only caused the situation to deteriorate.

Especially that previous experiments have proved the necessity of dealing with every field according to its characteristics.

Thus, it is not possible to generalize one method of intervention on all fields.

This was introduced by the new rural development strategy, within the framework of rural renovation, where the work is conducted on a small-scale “el-mechta and the individual” both interfered upon their needs and characteristics, which was simultaneous with laying the groundwork for intervening on mountainous regions
