The study was initiated to demonstrate relationship among farming product and parameters of climate and limitation the true potentiality climate in region of Oum Bouaghi by different approach statistical and probabilistic this research is divided into three parts, the first describe the raining system and fluctuation, the second study the probabilistic rain in the stage development winter crops during the seasonal period (1983/1984-2011/2012) And the third part the correlation between the winter crops and rainfall recorded at six stations in Oum bouaghi The study concludes : • There is difference in the place and in the time of the rain because of the varying effect of elevation and conditions of meteorological • The probabilities rain precipitation 300mm is very lower in this region • The fluctuation water deficit during period studies and for all stage development the winter crops • There are positive relationships and significant prominent statistics among rain factor and production the winter crops
