Based on this, the research has the following two objectives: 1 - Building an educational program based on the skills of thinking pivotal in the electrical and magnetic students of the Department of Physics.

2.

Know the effectiveness of the program in: Collection.

To achieve the goals of the research, the researcher developed two zero hypotheses according to the variables of achievement and mental capacity.

1 - Assumptions of collection Hypothesis of mental capacity - There was no statistically significant difference at the level of significance (5 0,0) between the average score of the students of the experimental group who studied according to the educational program and the average score of the students of the control group who studied according to the usual method of mental capacity.

In order to achieve the objectives of research and verification of zero hypothesis, the researchers prepared all the requirements and tools of research: 1.

Building an educational program based on pivotal thinking skills.

2 - Teaching plans for the two research groups to teach the content taught in the material of electricity and magnetism.

The mental capacity test consists of 30 experimental paragraphs.

The researchers verified the validity and application of the sample on a survey sample calculated stability, discrimination, difficulty and effectiveness of alternatives The current research was limited to the students of the first stage - Physics Department - Faculty of Education for Girls - University of Kufa, and the eight experiments in the field of electrical and magnetic laboratory and theoretical for the academic year 2012-2012.

The researchers used experimental design with partial control of the equal groups of two groups (60) students were divided into two groups, one of which was randomly selected (by lottery method).

Division A - to represent the experimental group.

It included 30 students who studied according to the educational program, and the other chose 2 - B - to represent the control group.

(30) students studied in the rain In addition, the two groups were rewarded with the variables of life time, intelligence, and behavioral goals.

The objectives of these experiments were (162) behavioral goals and the study plans were (14) study plans (2) teaching plans for the experimental group and (2) For the control group, the tool was designed to test the mental capacity and the reliability, stability, discrimination coefficient, and the coefficient of difficulty and effectiveness of the alternatives were calculated for this test.

The experiment was applied in the academic year 2012-2012.

The data was statistically processed using the statistical bag and the independent testing of two independent samples, Come First: - Results related to mental capacity: The students of the experimental group who studied according to the educational program exceeded the students of the control group who studied according to the normal method of mental capacity.

In light of the results of the research, the two researchers recommended the use of the educational program in the teaching of electrical and magnetic laboratory material because of its effectiveness in activating the mental capacity of students.

In addition to the research, the researcher suggested conducting studies that reveal the effectiveness of an educational program based on pivotal thinking skills in teaching other subjects such as mechanics, atomic, nuclear and optics, and on different samples and other stages of study such as the second, third and fourth stages of the physics department.
