The paper, entitled "Woodrow Wilson and US Policy Toward Restriction of Foreign Migration," aims to describe the general conditions that contributed to changing US public policy toward immigration from the organization to the annual identification of immigrants entering the United States, and to explain how the anti-immigrant sentiment in the Congress, during Wilson's presidency, and its origins contributed to shaping the general policy of foreign immigration.

The research section titled "Woodrow Wilson and the US Policy on Repatriation Abroad" dealt with the first section of the United States' policy of translation until 1913, showing the most important immigration and public relations laws enacted by the Congress during this period.

The research reached the following conclusions: The 1882 Act was a watershed in the history of US immigration policy.

It marked the point at which the Congress began to issue a series of legislation under which serious progressive restrictions on immigration and immigrants were imposed.

By World War I, immigration policy was defined in eight different ways, (Excluding Japanese and Filipinos), specific perpetrators, the category of persons who failed to meet specific ethical standards, persons with different diseases, handicaps, very poor people, some extremists and illiterates.

From 1875 to 1921, all restrictions introduced by the Congress were "qualitative" restrictions, showing that the number of immigrants in the first two decades of the twentieth century had risen to almost 14 million.

The disputed article of the Bible, which was revoked by Cleveland in 1897, Taft 1913, and Wilson in 1915 and 1917, also proved to have little impact.
