This research aimed at presenting a proposed paradigm of role of modern media in developing national values of young people from the viewpoint of educational leaders.

The researchers has depended on descriptive analytical method in building the tool and Delphi method, in order to explore the opinions of the experts (the research sample), who are (11) experts from the educational leaders in Yemeni universities, specialized in the fields of educational foundations and management, curricula and teaching methods, on national values which should be covered by media of various kinds, programs and media materials which should be developed among youth.

During two rounds of Delphi method, and with an interval of 15 days, the researchers has reached consensus around the opinions of the experts on (33) items, through using the iterations and mean of experts response and percentage weight of average responses and range between the two rounds.

Consequently the researchers has reached a set of results, the most important of which are: 1.

The tool as a whole has obtained a very high approval score, as it obtained in the first round a percentage of (96.6%).

However, percentage has increased in the second round to (97.1%), and range between the two rounds was (0.5%).

So, this indicates there are consensus around the opinions of the experts on all items of the tool.

The items that has obtained percentage weight of average response, which were agreed upon by the research sample (80%) and above, were approved for each item of the tool.

In light of the previous results, the researchers has presented the proposed paradigm, which has included the bases, justifications, goals, scope and requirements for implementing the paradigm.

The researchers has also presented a number of recommendations and proposals aimed at implementing the paradigm and the modern media in its role in developing national values among young people.
