The aims of this study to analyse the foundations and frameworks of the program of supporting local actors "Capdel" and study its impact on the activation of local participatory democracy, due to the many organizational and practical shortcomings of the participatory' approach at the level of elected municipal councils in the current practice.
The study allowed us to draw the foundations of participator}' dynamics within the framework of the CAPDAL program, which is based on strengthening the capacities of local actors and accompanying them to engage in participatory management policy and joint planning at the municipality level through several mechanisms, the most important of which are: the Charter of Participator}' Citizenship, municipal consultative councils and participator}' diagnosis.

Cette recherche vise à analyser les fondements et le cadre du programme de soutien aux acteurs locaux "Capdel" et à étudier leur impact sur Pactivation de la démocratie participative locale, en raison des nombreuses carences organisationnelles et pratiques rencontrées dans l'approche participative au niveau des conseils municipaux élus dans la pratique actuelle.
L'étude nous permet de jeter les bases d'une dynamique participative dans le cadre du programme CAPDAL, qui repose sur le renforcement des capacités des acteurs locaux et sur leur accompagnement dans la mise en œuvre d'une politique de gestion participative et d'une planification conjointe au niveau des municipalités par le biais de plusieurs mécanismes, dont les plus importants sont: la Charte de la citoyenneté participative, les conseils consultatifs municipaux et le diagnostic participatif
