In the shadow of democratic choices in Algeria, what has emerged is what is called participatory democracy, as a new system based on common management of public affairs, based on the participation of civil society in decision-making related to public affairs.

When these measures are lacking on the ground and when parties and elected representatives do not assume their role in the qualification and supervision of citizens as real partners in the construction, execution, evaluation of projects, e- democracy appears as a social space leading to more citizens joining the public debate, instead of the participatory democracy that remains in Algeria locked in conceptualization and legal texts.
