The principle of subsidiarity is the consequence of the establishment of a real decentralization within the framework of a real local power.
It is a principle according to which local and regional authorities are to make the decisions for all the competences that can best be implemented at their level.
Special skills have been assigned to particular communities.
But if they remain in default of assuming their responsibilities, it is up to the higher authorities to interv ene, or even to take the place of the failing private institutions.
It's not exactly like decentralization.
الملخص FRE
Le principe de subsidiarité est la conséquence de l’instauration d’une véritable décentralisation dans le cadre d'un réel pouvoir local.
C’est un principe selon lequel, les collectivités territoriales ont vocation à prendre les décisions pour l’ensemble des compétences qui peuvent le mieux être mises en œuvre à leur échelon.
Des compétences particulières ont été confiées à des collectivités particulières.
Mais si celles-ci restent en défaut d'assumer leurs responsabilités, il revient aux autorités supérieures d'intervenir, voire de se substituer aux institutions particulières défaillantes.
Ce n’est exactement pas comme dans le cadre de la décentralisation.
