In response to the international changes that occurred in the Arab world in 2011 and in response to Morocco's response to this changing and accelerating climate in the context of the so-called Arab Spring, which was mainly the countries of North Africa, and the beginning of this point that exceeded the Tunis Cup in December 2010, a new constitution was drafted in July 2011, followed by Egypt, which published a new constitution in December 2012 to meet popular aspirations and the particular requirements expressed by peoples during their uprisings, and to achieve transparency and accountability in governance.

Morocco, after this wave of volatility in the Arab world, hastened to put an end to the charged atmosphere that prevailed at the time, and as an effective measure of the turbulence phase, a new constitution was voted by the Moroccans in a referendum held on 1 July 2011.
