With the "Arab Revolutions of 2011", the controversy of modeling and characterization of Arab political systems has returned to the forefront of the new founding scene.

Thus, the interpretations of the characterization of the systems that existed during the First Republic and the desired system of the Second Republic has varied.

Building on the Tunisian and Egyptian experiences, the study aims at testing the assumption that the constitutional legislator, old and new, was keen to imitate traditional Western regimes, and the limited analysis of Arab systems by researchers through cramming them into the templates of those systems, it soon began to clarify the inaccuracy of the first part of them.

The Arab regimes, even though they were trying to come close to the quasi-presidential system (through mixing between the features of the parliamentary and presidential systems), they have always come out hybrid (whether in the First or Second Republic), which does not necessarily reflect cultural or environmental peculiarity.

The output comes as much as a balance of power when the system is created or modified.

With regard to the second part of the hypothesis, the results of the study were consistent.

This may not necessarily be related to the limited horizon of analysis, but may be caused by the researcher's need for agreed terms to quickly characterize the system.

Thus, the stability over the transformation has prevailed, both in the design or the characterization of the systems.
