Lnk the development of economic resources and human and technological no longer sufficient to implement the development strategies Of developing countries, but the production and renewal Of technology, and through our study to the issue Of technology in the Third World we concluded the lack of production technology, except in a few countries stationed in East Asia such as China and South Korea, and Latin American countries such as Brazil and Mexico the rest of the Third World countries are consuming countries of Technology and this through its dependence on import for the renewal of the means of production only, and this is due to the neglect Of industry and industrial research and the low budget scientific research in the development strategies that are the basis of production and technological innovation, it was found that the number of applications submitted in the field of creativity and invention in developing countries is very weak, does not serve as the technological side in all fields, whik the emerging countries and the evolution Of advanced production technology which brings a large and rapidly growing number of requests from time to time to obtain a patent in all sectors of the economy.
