This study deals with the burden of proving administrative proceedings in Saudi law by clarifying the notion of administrative evidence before the administrative judge through elucidation of its concept, importance, difficulties and means.

The study also does so through explanation of the factors that affect administrative evidence which makes management the strongest party in administrative proceedings, as well as through the disclosure of the privileges of the administrative side and their impact on the burden of proof.

The study equally sheds light on the positive role of the administrative judge in the administrative case by examining the general rule that governs the burden of proving and its appropriateness for administrative proceedings.

This is added to emphasizing the procedural and substantive role of the judge in proving and managing the case.
