this is due to the lack of adherence to all the teachings of Islam on the one hand, and limitations in achieving economic independence and control of western civilization on the affairs of the Islamic world in various fields, political, economic and social on the other hand.

accordingly, one of the Islamic zakat Vtad alternatives and a means to treat the problem of dependency of these countries and to strengthen its production capacity and reduce its dependence on the outside world, they move money and prevent Aktnazha and paid to the areas of development and investment.

however, the state must assume responsibility collected and spent through a technical device in which the necessary expertise is available to achieve the desired goals.
