This article aims to study the higher education strategic planning model in light of the strong critics addressed to its practice in business field.

since the strategic planning was adopted by higher education institutions during the same period where it faced a critical crisis due to its rational and mechanical approach and its strict formalism.

based on the conclusions drawn from literature review of strategic planning in both fields, higher education and business, this article tries, also, to present requirements to consider by higher education institutions to overcome strategic planning deficiencies and use it effectively to gain competitiveness challenges.

the focus will more on the rationality dilemma characterizing the practice of strategic planning.
