The subject of the article deals with one of the most important preparatory procedures to the voting process , it’s the definition of the electoral constituencies, which is considered the electoral vessel which absorbs the other preparatory procedures represented in the electoral registration, candidacy and electoral campaign.

It also supports the idea of representation within the elected council in the voter relations with their representatives.

Thus, the comparative systems ensured that the process of organizing electoral districts was subject to specific guarantees regarding the basis of the process, its methods and the controls to be observed in it, which would reflect the principles of equality among all the voters distributed on the number of districts according to the rule “one person one vote”.

The role of the body in charge of the process of determining the districts is a clear reflexion of t the fairness or unfairness of the electoral system.

In this context, we note the difference in the comparative electoral systems.

At the same time, some tend to assign the competence to define to The legislative authority, by virtue of a law issued by it, other regimes preferred to assign jurisdiction to the executive authority and considered it to be one of its functions.
