the precautionary principle has been formulated for the first time in the rio declaration (principle 15) : ‘’In order to protect the environment, the precautionary approach shall be widely applied by States according to their capabilities.

Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing costeffective measures to prevent environmental degradation.’’ it has been applied in internationnal law in order to garantie the environmental protection.

Besides, the precautionnary principle will also provide the consumer protection by addressing uncertain and irriversible risks in particular the risks that affect the health and safety of consumers.

Finally, the application of ''the precautionnary principle'' will develop the traditional rules of civil liability, it will guide the development of the new civil responsability reforms which plan to bring the global " Preventive responsibilty'' based on precaution.
