Within the framework of the social contract that stands between the state and the citizen.

The state’s guarantee of the health protection emerges as one of the basic provisions.

This protection is implemented through a set of tools and means.

The health system and policy constitutes one of the main pillars to achieve this commitment.

However, in nowadays, many manifestations show that the state gets rid of a set of social obligations, especially ensuring health care.

Face to this fact, the researchers are split into two groups.

Some of them justify the state’s disclaimer of its responsibilities, and call for changing some clauses in the social contract by allowing the private sector to replace the state in implementing health obligations.

On the other hand, others defend the clauses of the existing social contract, and ask the state to assume its responsibility in the fulfillment of the social obligations including the healthcare.
