This research aims to compose a training programme to develop proficiencies of the kindergarten administrations and to measure its effect.

In order to achieve this, we could assure the following assumption.

There are no significant statistical differences between mean degrees of the experimental group and control group.

The research is limited to the headmistresses of kindergartens in Nineveh Govemorate during the academic year 2004 - 2005.

It followed the experimental group curriculum in which the two groups had been designed : the experimental group and the control of the pre and post test.

The sample of the research had been selected intentionally from the administrations of the kindergartens inside Mosul City.

They were (28) mistresses who were distributed into two groups : the first, the experimental one, consisted of (13) and the second, the control consisted of (15) mistresses.

Equivalence had been proceeded between the two groups in a number of variables which may affect the variable which represents the professional competencies.

The variables included : years of service, age, educational degree, years of administrative service, social status, pre - test concerning administrative competencies.

The training programme consisted of eight elements : the competencies of follow - up for (7) hours planning and organization for (12) hours personal relationships for (8) hours guidance and orientation for (4) hours problem solutions and decision making for (8) hours self - development for (4) hours institutional evaluation for (6) hours and reinforcement and impulse for (6) hours.

The programme was applied one day a week and four hours a day.

Different types were used including lectures, discussions, training exercises, role playing, reports and researches.

Tt also included several training articles which included technological techniques (computers, internet hall, overhead projestors) white board, colored pens and articles like (dolls, transparent drawings, medical treatment requirements and public safety).

The research used the questionnaire of the professional competencies to measure the effect of the program after making sure of its validity and reliability, for it was submitted to an experienced and specialized group to point out its validity, and the reliability was founed by using split - half method.

The questionnaire consisted of (120) items distributed on three aspects : the competencies of human aspects, the competencies of technical aspect and the competencies of perspective aspect.

The data w'ere treated statistically by using the T-test.

So the findings of the research revealed the activity of the programme in developing the professional competencies amidst the administrations.

Accordingly the research assumption was rejected.

In the light of the findings which the researcher had come up with, the researcher put for ward a number of recommendations and propositions including: The Ministry of Education should present training programmes for the head-mistresses as the findings of this book reflect positively on the administrative work.

Also the educational supervision should encourage the headmistresses to join all the programmes and training workshops without taking into consideration the years of service so as to renew and develop their experiences in the aspect of educational administration because it has an active role leading to the success of the programme.

Finally, more studies should be prepared in this respect.
