This is evaluated by the existence of knowledge basis within the new economy; bay the way, the new economy based on information and communication technologies is the frame of economic developed countries, giving them the way to realize a capital accumulation.

Thus Arab countries need a conscience of the scientific and technological knowledge challenges, so they should make efforts to minimize the digital gaps, putting a motivate environment for enterprises and have au outlook to integrate their selves in the new economy.
