Ottoman expressed strong interest in books, and their capital became the centre of great libraries in all fields of human knowledge, the rare copies of books were bought for large amounts of money, and the court of high Porte witnessed a variety1 of rare books and manuscripts throughout the Ottoman era, which is still preserved by the Turkish libraries to this day The palaces of the state officials and dignitaries also witnessed weekly meetings to discuss everything that concern books and private libraries.

However, the emergence of the printing press in the West, the evolution of the book industry, and the newspapers printing caused a rapid spread of the publication industry which affected greatly the status quo in the Ottoman Empire The ottomans tried to stipulate and organize it by introducing a law that governs publications, to prevent the publication of materials that were not accepted by the Government.

However with the acceleration of publishing in literary, scientific, historical and artistic fields emerged the publications libraries this has raised fears of its impact on other aspects of ottoman political and social life, especially when these publications were seen as promoting a mixture of differing views and principles could affect the fabric of the ottoman political and social systems.

The Government attempted to slow down the process through censorship both within the capital and beyond.

During the reign of Sultan Abdul Humid II, the ottoman Empire confronted an unprecedented cultural tsunami which has also divided the researchers into two opposing sides The vast majority accused the Sultan Abdul Hamid II,of tyranny when he arrested the opposition Movement and curtailed the freedom of publication The Ottoman archives include thousands of original documents, which were originally correspondence between various government agencies, describing the movement and development of printing and publications.

The author wants to shed light on the different aspects of the printing and publishing movement in the Ottoman Empire, and to clarify several aspects of the struggle they went on during the late era of the Empire with books as an important factor.

The author hopes that this treatise would be a contribution to the Arabic library in the field of Ottoman studies.
