Studies in the field of organizational culture indicate that individuals who live in an integrated environment that provides them with psychological support are more successful in maintaining healthy social relations outside the scope of work.

One of the sound basics for organizational culture is that the decision-making process is carried out unanimously and with participation.

The latter is considered as an important tool that enables to widely spread information and to perpetuate organizational values and ethics.

The organizational culture plays an important role in providing the appropriate organizational climate that works to improve and develop the performance in an appropriate and effective manner, which helps to achieve the individual, collective and organizational goals of the organization.

This study dealt with the issue of organizational culture in university libraries and its relationship with improving the outstanding performance of librarians by highlighting the nature of the culture prevailing among the university librarians in M’sila University, and the nature of relations between librarians and the collective work spirit of the staff.

Only librarians were selected for this study in order to know their common concerns and opinions about office work.

The study concluded that the organizational culture contributes significantly to achieving outstanding performance, as well as excellence in it because of its qualities of teamwork and creativity, which is reflected in the improvement in performance and adaptation to the internal and external factors of the library, and thus, leading to participation in the exchange of views and ideas, which is reflected positively on the services provided by the library and leads to gain the satisfaction of the users.
