Digital transformation between necessity and risksDigital transformation has become a common theme among governments and trading companies in the world.

This is the result of the information and communication revolution, which brought about a change in concepts and legal terminology on the one hand.

It has also led to a radical change in the modality of offering services to citizens and clients where the electronic governments, smart tourism, and smart Learning emerged.

In that regard, Algeria has taken its first steps towards the world of knowledge in a range of sectors, which aim to develop the performance of government services, which in turn constitute a great opportunity to contribute to the reduction of government expenditures, and limit the use of paper in government authorities, saving time and effort and contributing to the elimination of corruption.

It also aims to establish a digital economy through which individuals, sectors and companies can raise productivity and create a stimulating trade position to attract international investments and partnerships.

However, the digital transformation is facing many risks.

On the one hand, it must be confronted with the development of the legal system which can keep pace with the technological revolution and technical progress in the area of information and communication technology.

On the other hand, the need to reinforce the technical security teams and the electronic security.

Especially, that the digital innovation has overcome the electronic security measures, which arethe major challenge for the digital transformation.
