تعد عملية الإصلاح السياسي حاجة موضوعية ازدادت أهميتها مع ما واجهته المملكة المغربية من تحديات معقدة و متنوعة داخلية و خارجية و لا سيما في تسعينيات القرن العشرين اذ ازدادت مطالبة الكتلة الديمقراطية بالإصلاح السياسي وقد تجاوب الحسن الثاني مع تلك المطالب اذ طرح فكرة التناوب على السلطة في خطاب افتتاح مجلس النواب في الثامن من تشرين الاول1993 وقد جرت مباحثات في الخامس من كانون الثاني1995 حول تشكيل حكومة تناوب بقيادة المعارضة لكنها فشلت ثم تبنى الحسن الثاني خيار الإصلاح الدستوري عندما أعلن في العشرين من آب 1995 بأنه سيتم اجراء مراجعة دستورية تمس صلب الدستور و النظام التمثيلي في المملكة المغربية في غضون عام 1996، رفعت أحزاب الكتلة الديمقراطية عام 1996 مذكرة إلى الحسن الثاني في سياق تحقيق الاصلاح الدستوري تضمنت المطالبة بدعم الحياة البرلمانية وقد جرت الانتخابات التشريعية المغربية في الرابع عشر من تشرين الثاني 1997ونتيجة لذلك كلف الحسن الثاني عام 1998 وزير المالية ادريس جطو بإجراء لقاء مع الامين العام لحزب الاتحاد الاشتراكي عبدالرحمن اليوسفي نتج عنه استقبال الملك في الرابع من شباط 1998 بقصر الرباط لعبدالرحمن اليوسفي و كلفه بتشكيل الحكومة وقد جرى الاعلان عن تشكيل حكومة التناوب المغربية في الرابع عشر من آذار 1998.
Abstract EN
The political reformation process is an objective need which its interest has increased with what the Moroccan Kingdom faced from complicated and varied interior and exterior challenges.
Especially, in the 19th of the 20th century when the democratic party demanded political reformation, and King Hassan II reacted with the democratic reformation process.
King Hassan II suggested the idea of rotation on power in his speech when opening the Council of Representatives in 8th October, 1993.
At the 5th December, 1995 talks have been concerning the formation of a rotation government under the leadership of Protestors but if failed.
Then King Hassan II adopted the choice of constitutional reformation when he declared it in the 20th August, 1995.
The Democratic Parties have given a memorandum to King Hassan in 1996 in the context of achieving constitutional reformation.
The demands contained supporting Parliament live and the legislative Moroccan elections were done in 14th November, 1997, as result King Hassan II appointed the Ministry of Finance Idress Jatto in conducting meetings with the General Secretary of Union of Socialist Party Abdul Rahman Al-Youssife resulting the reception of the King in 4th February, 1998 at the Al-Rabat Palace for Abdul Rahman Al-Youssife and assigned him in forming the government.
The declaration of forming the Moroccan Rotation Government was announced at 14th March, 1998.
