Rights and freedoms are considered one of the most important pillars of the state of law and any deficiency in these rights leads to the violation of the principle of establishing the state of law and if states are keen to enshrine rights and freedoms within their constitutions, but their practice in normal circumstances is different from their practice in exceptional circumstances, where they are restricted in exceptional circumstances by the legitimacy of crises.

most countries of the world have recently witnessed exceptional health conditions imposed by the spread of Corona virus covid 19 this later leads those countries such as Algeria and Morocco to impose some exceptional measures.

As a result it becames very important to know the terms and conditions of these exceptional measures and their impact on rights and freedoms and the establishment of the state of law
