Since independence, the Algerian state has been concerned with improving the health level of the citizen and society as general.

Different politics systems and legal system has been adopted to keep pace with the continuous technological development.

in order that the Algerian citizen achieves his right to the highest level of health, and from these efforts is to improve and modernize the health insurance system, but despite the embodiment of the citizen's right to social security through the participation of a majority of Algerian citizens in this system have access to a recovery card while maintaining a free treatment regime, but the Algerian citizen continues to violate his right to health.

In this study, we try to highlight the efforts made in this domain with giving some suggestions for the effective enjoyment of the right to social security that realistically guarantee the enjoyment of the right to health.
